DOE will also evaluate the effects on manufacturers and will employ an altered industry cash flow model modified to fit this particular product in order to estimate manufacturing NPV. In addition, DOE will consider the potential impact on small-business manufacturers as well as other subgroups of manufacturers to identify any that could be disproportionately affected by these proposals.
